The "Phantom Lady", aka 'Sandra Knight', a Washington, D.C. debutante daughter of US Senator 'Henry Knight', debuted in "Police Comics" #1 (Aug, 1941).
Sandra assumed the identity of 'Phantom Lady', using a 'black light projector', allowing her to temporarily blind her enemies and make herself invisible. 
She drove a car whose headlights also projected black light when necessary.
